There were twins, a boy and girl, and they were separated at birth and found eachother when they were older (in their teens). They had this way to communicate by making a fist and blowing through it, like a whistle noise. I think there was this light that came down from the sky. Oh and I think the boy might’ve been locked up or something and the girl had to find him and she found him by hearing his whistle noise.
I was really young when I saw it, so it’s probably from the 90s or 80s.

You are saying they had this way to communicate by making a fist and blowing through it, and yet they had no magical power? I am quite certain the movie you are talking about is definitely based on the novel "Escape to Witch Mountain" by Alexander Key.
Both the brother and sister have moderate paranormal abilities. The brother can only send messages (communicate) normally, although the sister can both speak and also communicate via ultrasonic speech audible only to her brother and others of their kind.
Now there are several Film Remakes and Adaptations based on this novel. Now you gotta find out which version you are talking about.
